U.N. says "I think ICANN"... A group set up by the United Nations to come up with a global plan for managing the Internet has been unable to agree on who should do the job or how it should be done. The Working Group on Internet Governance has instead up with four rival models for overseeing the Web and sorting out technical and public policy questions. At issue is who will oversee the Internet and how it can better serve the whole world, including people in poor nations on the other side of the digital divide. The Internet is now loosely managed by multiple groups such as ICANN (Internet Corporation for Assigned Names and Numbers), which manages the domain name system under the control of the U.S. government.
